SDA Project Development

The following phases provide a summary of the process Habilitas follows in the initial stages of site selection through to pre-development.

Feasibility Phase
To mitigate project vacancy risks, Habilitas undertakes the following:
- Adheres to strict site identification principles to ensure its sites meet short-term and long-term participant appeal.
- Selects well located level sites in areas which deliver proxomity to existing care services, public transport, amenity and health facilities.
- Undertake an initial planning and investigation, initial project design and investigate NDIS supply and demand data in tandem with engaging end users to identify the likely participant mix of each prokect.
Due Diligence
- Detailed site investigation

- SIL / Participant Co Design
- Pricing - QS / Builder engagement
- Update feasibility
- Engage lawyers for land settlement
Acquisition Phase
Once land is under contract, Habilitas undertakes the following:
- Completes more detailed and time-consuming due diligence, for the purpose of de-risking the development
- Examples of DD - land titles and encumbrances searches, planning / zoning risk and viability assessments, feasibility SDA design and initial co design with SIL, site survey, bush fire assessments, acoustic investigations, geotechnical investigation, DA lodgement preparation, builder engagement & QS assessment.
Development Application
- Selection of SDA provider
- Selection of SIL provider (if required)
- EOI from participants
- Lodgement of development application
Development Application Phase
Once the project is satisfactorily de-risked, Habilitas undertakes the following:
- Coordinate sub consultants to prepare and lodge the development application.
- Conclude SIL provider and SDA provider selection on the project and will coordinate the overarching collaboration agreement base terms.
- Co design, engagement and sign off with SIL and participants is an important part of this phase and deepens end user involvement / buy-in with the project.

These include SDA portfolio planning, property acquisition, site identification, due diligence, and complete project management from design to delivery.
With a focus on participant-centered development, Habilitas collaborates with Supported Independent Living Providers to create permanent homes. Our main clients include Supported Independent Living Providers, Non-Profit Organisations, Corporations, and Large-Scale Institutional Investors.
